Carlo Douven, author/ coordinator Taxes, on personal title

In 1984 Mr. C.L.J.R. (Carlo) Douven got his degree in fiscal law at the University of Tilburg. He is a fiscal expert in the field of pension schemes and international fiscal law, income- and wage taxes. He works for the Tax Administration and is chairman of the knowledge group International Fiscal Law Income Taxes non-profit/Wage Taxes. Besides, he regularly writes articles for professional magazines for tax specialists, financial planners and pension experts. He also teaches at the universities of Maastricht, Tilburg and Rotterdam, at institutes for advanced professional education and various other training institutes and he regularly holds lectures and conferences on current (international) fiscal topics.

Jac Heuts, author Taxes, on personal title

J. (Jac) J. Heuts began to work with the Tax Administration when he was young and started fiscal training. He is mostly involved in wage and income taxes as well as in social security contributions in trans-border labor.  He is an expert in taxability of non-residents with income sources in the Netherlands (national, and the application of agreements to avoid double taxation) and residents and non-residents who make use of the so-called 30%-settlement. His very long experience with the application of these settlements adds to his expertise.

Jo Sijstermans, author Social Security (premium contributions), on personal title

Drs. J. (Jo) J.G. Sijstermans got his degree as a fiscal economist at the (then) Roman-Catholic College for Advanced Professional Education in Tilburg and in 1997 he completed his European Fiscal Studies at the Erasmus University in Rotterdam.

As a project leader of the department “Law application and Executive Management” (RTP&U) he collaborated over the past years in the WALVIS/SUB operation (Dutch bill on Administrative reduction of tax burden in Social Security). In his present function at the Limburg Tax Administration he works as a coordinator for wage taxes/social security contributions (wage taxes, social security and employees’ insurance, and health care insurance). He also works for the Tax Administration Limburg. Besides, he works for the Tax Office Foreign Countries in Heerlen and Process Adoption in Roermond. He used to be involved in the EU Twinning projects concerning social security in Hungary, Lithuania, the Czech Republic and Bulgaria. At an OECD request in 2006 he organized a three-day presentation about social security contributions in Moscow.

He is mostly turned towards (international) aspects of wage taxes, social security premiums and employees’ insurances, health care insurances and laws against abuse in tax law. He regularly holds lectures and writes articles about the above subjects. He has recently edited a book on social security contributions.

Monique van Bergen, author Immigration

After more than 15 years of experience in the Dutch Immigration and Naturalization Service, Foreigner Service, service Civil Matters, as an expat consultant at a large accountancy firm and as an independent teacher for various companies and municipalities, Monique van Bergen has bundled and filed her knowledge with the Segment Group in Leusden (NL). Her knowledge in various fields of interest allows her to provide international companies and her foreign employees with good information in every domain. She also trains in “applying for work and residence-permits” for all international HR employees. At the moment, Monique Works as general director of Segment Relocation & Expat Services B.V.

Willemijn van Oppen, author International Education

After her study French Language and Literature subsequently TV Production, Willemijn worked as TV producer, notably for educational documentaries. During expatriations to the US and Japan she was active at the various schools.

With this experience she founded and chaired the Parents Support Group of the ISMaastricht (mission: to encourage improvement of the conditions under which International Education is provided at the then Jeanne d’Arc College in Maastricht, now United World College Maastricht) and the IPSSG.NL, an institution bringing together major stakeholders of all Dutch International secondary schools.

In 2001 Willemijn founded Educaide, the International Education Solution House. Educaide advises governmental organizations, companies, institutions, parents, students and teachers on issues pertaining to international and bilingual education in The Netherlands. Up until now she is the Principal of Educaide.

Sytske van 't Hoff-Dam, editor in chief
After secondary school Sytske (LLM) studied fiscal law at the University of Groningen. She then went to work at the fiscal advisory offices of KPMG Meijburg & Co and Kooij and Partners. After a period at home with her family she has been working with IFK as a fiscal-legal employee since 2006. At IFK she develops and actualizes fiscal-legal trainings. She will also be involved in setting up and actualizing the Expatise HR Portal.

Marcelien has been a freelance journalist since 1996 and since 2005 she has also been working as a salaried journalist. At IFK she has taken care, since 2007, of the final editing of syllabuses. She also writes brochures and newsletters. Beside the financial world and all its aspects, real estate development and human interest also have her vivid interest.

Hans Mulder, group decision support

Prof. dr. Hans Mulder (40) founded and manages “Venture Informatisering Adviesgroep nv (VIAgroep)”. He also acts as commissioner to Five4U. Since 1996 he has counseled organizations concerning the design of their company processes and information systems. The Group Support Systems and Rapid Enterprise Design are regularly used in assignments. Hans is a part-time professor at the University of Antwerp (Faculty Applied Economic Sciences, department Management Information Systems), University Antwerp Management School (UAMS) and connected to the Master of Informatics and TopClass of Institute for Advanced Professional Education Utrecht, the Police Academy and the Technical University Delft. He is a member of the ICT professional and educational committees of the Educational Institutes Leiden (LOI).

Jelle van de Berg, director

Drs. Jelle E. van den Berg is director/co-owner of the Institute for Fiscal Knowledge Transfer (IFK). After his studies of tax economy in Rotterdam he worked as an inspector of the Tax Administration for 15 years and with Rabobank Fiscal Matters Netherlands for 5 years. Between 1999 and 2002 he was on the managing board of the Dutch Association of Tax Advisors (NOB). Furthermore, since 1998, he has been attached to the Erasmus University in Rotterdam (a.o. college for financial planning, tax economy and master training financial planning) and he is the editor in chief of the Professional Magazine Financial Planning. Besides, he regularly writes articles in various professional magazines and he publishes books about financial planning.

Inge Nitsche, director & co-author Expatise HR Portal and Expat Portal
Ingeborg (Inge) E.R. Nitsche (LLM) got her degree at the Law Faculty of the Erasmus University in Rotterdam in 1982, and then continued to study tax law at the University of Leiden. Between 1984 and 1989 she worked as an Inspector of the Tax Administration and the Dutch Ministry of Finance. Between1989 and 2002 she was an external advisor to employers on international taxes and employee benefits in an international context. From 2002 onwards she has dedicated herself even more to executive problems in international personnel postings, both from an employers’ and an employees’ perspective. Since 2007 she has acted as (interim) chairwoman to the Dutch Expat Foundation.
